The Referee class Fisheries Patrol Vessel is utilised by the Xuande-Xiphoian Coast Guard to fulfill the Coast Guard’s mission of patrolling our outer waters and fisheries, providing sea surveillance, and supporting the Armed Service’s contribution to the national search and rescue scheme.
The design of the Referee is based on the sea axe bow concept, providing high seakeeping capability even in rough waters. The hull and superstructures of the vessel are made of lightwight aluminium construction. The Referee is equipped to sail with a crew of 12 Coast Guardsmen (or other Armed Services members on exchange) and is equipped to accommodate up to 13 crew for up to one week of continuous operations. The ship is be powered by two MTU engines, which generate a total power output between 1,790bkW to 3,600bkW. The propulsion system utilises two gearboxes, two fixed pitch propellers, and one 50kW bow thruster. The vessel can sail at a speed of 22.5 knots, with a maximum speed of 31.5 knots with an effective range of 600 nautical miles. The vessel can withstand sea conditions up to sea state 3. The ship features a main deck commander’s cabin, one double petty officer’s cabin, a galley, and mess. The lower deck features three cabins which can accommodate two persons each, one four-person cabin, and storage space. Electrical equipment includes 24V DC, 230/400V 50Hz ac networks and two 51.5ekW generator sets. The vessel will is fitted with a HHP POOL TW anchor, an electrically driven anchor winch, a 160.000BTU/hr air conditioning system. The vessel also includes military communication systems including intercom, a radar with chart plotter, global positioning system / differential global positioning system (DGPS), loudhailer, and GMDSS A3-compliant external communication systems. An automatic identification system (AIS) is used to identify and locate other ships. Working equipment includes the ship’s boat, a 6.2 metre Goldfish rigid inflatable boat which is used for intercepting and responding to events on the water. Aboard the vessel the crew operate hand launched and recovered light unmanned aerial vehicles, particularly the AeroVironment series. The vessel is established with 360 degree coverage with CCTV and EO/IR optics. The vessel has two mounting positions for crew mounted weapons, however generally only light infantry weapons are carried aboard and are generally not needed. The vessel is triple crewed, meaning that each vessel has three crews on rotation. This allows each vessel to have a much higher operational tempo while crews remain fresh. Rotations occur once each week, with one week of down time for maintenance. The senior commander of the ship will be an officer at the rank of Lieutenant (O-3), supported by two Sub-Lieutenants in charge of two of the three crews. Each crew is supported by a Petty Officer Class 2 and two Petty Officers Class 3. |
